MOTOR VEHICLE RENEWALS

To renew your motor vehicle registration at our office.

  • Submit a renewal notice. (please do not detach)
  • Be sure that your address is correct- if there should be a change indicate the new address on the back of the renewal form.
  • The total amount indicated on the renewal is the proper amount. Checks should be made out to: Marshall County Auditor-Treasurer.
  • If you do not have the renewal notice, you must provide the license plate number,the vehicles Title or old registration card and proper identification.

 

To renew your motor vehicle registration by mail:

IMPORTANT INFO: By mailing directly to our office you are keeping the money in Marshall County *and we will send out registration tabs the same day we receive the renewal. It should be an approximate 2-3 day turnaround. (*if you mail it to St. Paul or do it online the money that is collected for the filing fee would go to St. Paul)

MINNESOTA TITLE TRANSFERS

Sellers' responsibilities
  • All owners (sellers) must sign where indicated on the front of the title.
  • The seller must provide a date of sale where indicated on the front of the title.
  • The seller must provide an odometer (mileage) statement where indicated on the front of the title.
  • The seller must complete the damage disclosure statement on the front of the title.
  • If any secured parties (lien holders) are listed on the title, the seller(s) must provide a lien release from each of the lenders listed.
  • For motorcycles, the seller must write the engine number on the front of the title.
  • For mobile homes, the seller must provide a form from the county where the home was located stating that all taxes have been paid and there are no delinquent taxes due.

Buyers' responsibilities
  • All buyers must fill out the buyer name and address section and sign where indicated on the front of the title.
  • Buyer(s) must fill out the application on the back of the title. Insurance information is not required and may be left blank.
  • If money was borrowed to purchase the vehicle, the buyer(s) must provide complete name and address of lien holder(s) and date of loan. If no money was borrowed, check "No" for the question on security interests.
  • All buyers must sign the application on the back of the title.

FIRST TIME TITLING & REGISTRATION

  • Manufacturer's Statement of Origin (MSO) must be completed and submitted.
  • In addition, a PS2000 form completed by buyer(s). This means that when there will be more than one buyer both need to be present to sign the form. A form can also be picked up ahead of time for another party to sign and then the paperwork can completed and plates issued when the transaction is complete.
  • If money was borrowed to purchase the vehicle, the buyer(s) must provide complete name and address of lien holder(s) and date of loan. If no money was borrowed, check "No" for the question on security interests.

NEW TO STATE TRANSFERS

  • Transfer of ownership must take place on the foreign state title
  • Seller(s) must sign on the front of the out of state title.
  • Buyer(s) information must be filled in on the front &/or back of title
  • In addition, the buyer must fill out a PS2000 form to register the vehicle in Minnesota. This means that when there will be more than one buyer both need to be present to sign the form. A form can also be picked up ahead of time for another party to sign and then the paperwork can completed and plates issued when the transaction is complete.
  • If money was borrowed to purchase the vehicle, the buyer(s) must provide complete name and address of lien holder(s) and date of loan. If no money was borrowed, check "No" for the question on security interests.

NON-TITLED VEHICLE TRANSFERS

  • Transfer of ownership is completed on the vehicle registration card, or by a written bill of sale which includes a complete vehicle description (year, make, model, and vehicle identification number), purchasers name, and date of sale. All owners (sellers) and buyer's must sign the bill of sale.
  • Purchaser must complete an Application to Title/Register a Motor Vehicle (PS2000). This means that when there will be more than one buyer both need to be present to sign the form. A form can also be picked up ahead of time for another party to sign and then the paperwork can completed and plates issued when the transaction is complete. Example of non-titled vehicle is a small trailer with a gross weight of under 3000lbs.

DUPLICATED TITLE, PLATES OR REGISTRATION TABS

  • The ONLY person(s) who can apply for duplicate title, plates or tabs is the person on record with the State of MN.
  • Information needed to apply for duplicates can be one of the following: License plate number (if it has been registered in the last 2 years), title number, current or old registration card or cab card.

DISABILITY CERTIFICATES

  • Applications for Disability Certificates can be picked up at the office or mailed to you. Call the office at 218-745-4960 if you need an application.
  • The disabled individual must fill out the top of the application and sign. The individual’s doctor must fill out the bottom and sign. If the certificated is valid for “Temporary” or “Short-term” there is a $5 fee that needs to accompany the application.
  • Bring the properly signed application in to the office and we will send it in and give you a 30 temporary disability certificate for the disabled individual to use until they receive their certificate from the State of MN. (usually takes 4-6 weeks).
  • If you need a duplicate certificate because yours was lost, stolen or damaged the disabled individual must only fill out the top. The doctor section does not need to be filled in again.
  • If you have a permanent certificate (good for 6 years) that is about to expire the state will be sending you a post-card like form that you need to sign and mail back to them and they will in turn mail out another permanent certificate.

DRIVER'S LICENSE/ID RENEWAL

  • Present your expiring driver's license or ID card. If it has been lost or stolen, we can verify your identity on the state's computer system.
  • Take vision test (driver's license only).
  • Present any documentation that makes you eligible for limited mobility or reduced fee ID indicators.
  • Take photo.
  • Applicants under 18 years of age must have parent or guardian’s signature notarized on application (driver's license only).

DRIVERS INSTRUCTION PERMIT

  • Submit your valid test score sheet or current permit. If replacing a lost or stolen permit, we can verify your identity in the state's computer system.
  • If a first time permit is being applied for you need to present two forms of Identification. The most common would be a Certified Birth Certificate and a social security card (unlamenated).   • A vision test must be taken
  • Take photo.
  • Applicants under 18 years of age must have parent or legal guardian’s signature notarized on application.
  • The current fee for an Instruction Permit is $11.25.
  • Instruction permits are valid for 2 years.

FIRST-TIME MINNESOTA ID CARD

  • Present two acceptable forms of ID; at least one of these must be considered a "primary document". Most common forms of ID include:

  • The current fee for an ID is $17.25 for anyone under 65; and $11.00 for age 65 & older.
 

ID/DRIVERS LICENSE DUPLICATE

You need to apply for a duplicate drivers license or ID card if:
  • your name or address has changed.
  • your Minnesota license or ID has been lost or stolen
  • your Minnesota license or ID card has been mutilated or destroyed.
  • you are adding an endorsement (motorcycle, firearm, etc.)
  • you are removing a corrective lens restriction.
What you need to present to apply:
  • Present your current driver's license or ID if changing name or address. If it has been lost or stolen, we can verify your identity on the state's computer system.
  • Present certified name change document (marriage certificate, divorce decree, or court order) if changing your name.
  • Present documentation that makes you eligible to add any endorsement (test score sheet, firearm certificate, etc.).
  • Provide proof of being eligible to remove a restriction (take vision test or present completed Visual Acuity form.)
  • To remove farm restrictions the individual MUST have had their instruction permit for ATLEAST 6 MONTHS and have turned 16.
  • Applicants under 18 years of age must have parent or guardian’s signature notarized on application (driver's license only).
    Current Fee for a duplicate ID or DL is: $12.75

SNOWMOBILE

To obtain a snowmobile license and registration, the owner must provide:
  • Snowmobile make
  • Snowmobile model
  • Snowmobile year
  • Snowmobile serial number
  • Snowmobile engine size
  • Applicants driver’s license

To renew your snowmobile the owner must provide:
  • MN registration number on the side of the snowmobile
  • Applicants driver’s license

* ATTENTION: Anyone operating on groomed or state-in-aid trails must have a MN Trail Permit. If you purchase the permit at the time of registration you can get a 3 year permit for $31. If your registration is not due, you can only get a one year permit each year until your registration is due. The one year stickers are $16 per year.

BOATS AND ATV'S

Watercraft (boats, jetski’s, canoes, etc)

To obtain a watercraft license and registration, the owner must provide:
  • Watercraft make
  • Watercraft model
  • Watercraft year
  • Watercraft serial number (Hull number)
  • Hull material
  • Watercraft length
  • Motor size
  • Applicants driver’s license

To transfer a watercraft, the transfer must be executed on a Minnesota or foreign state title.
A watercraft license is valid for three (3) years.

ATV’s
(ATV-1) All-terrain vehicles (ATVs) are motorized flotation-tired vehicles with 3 to 6 low pressure tires, an engine displacement of less then 800 cubic centimeters and a total dry weight of less than 900 pounds. 
(ATV-2) All-terrain vehicles (ATVs) are motorized flotation-tired vehicles with 3 to 6 low pressure tires, an engine displacement of less then 800 cubic centimeters and a total dry weight of 900-1500 pounds. 
To obtain an ATV license and registration, the owner must provide:
